A very brief history of the Saint Joseph's Neighbourhood Watch.
The official version reads:
"An historical note:
Saint Joseph's Neighbourhood Watch was founded by W.P.C. Laraine Burnett and Mr. Hugh Norwood Collins, who received much help from the Metropolitan Police Service and especially from Chief Superintendent Terry Collins, the Commander of South Norwood Division and Sergeant Paul Carpenter.
The inaugural meeting took place on the evening of 9th. November 1994 at Saint Joseph's College, by kind permission of the Headmaster. It was attended by Mr. Collins with several of his Officers, Councillor Patrick Ryan and about ninety residents. Hugh Norwood Collins was appointed Chief Co-ordinator, together with eighteen persons who offered to serve as Co-ordinators."
The unofficial legends also tell us that on the very first day that
Laraine was on her beat in our area she was having trouble getting a good
signal from her radio when she was accosted by Hugh and invited for a coffee
(and the rest - as they say - is history). Modern legend also tells of
the tremendous support from Terry Collins who mobilised an impressive number
of Police Officers to come to our first meeting to show how seriously the
local Police supported us. The weather on the 9th. November 1994 was officially
classified by the Met. Office as "beastly" yet around 90 people turned
up. We also know that none of this would have been possible without the
infectious enthusiasm, tireless work, connections in high places and uncompromising
bonhomie of our Chief Co-ordinator Hugh (who does not have access to the
password to change this!)
